Abstract

In the meeting of the Twentieth National Congress, the Party Central Committee fully affirmed the achievements of education in China, and put forward new questions and requirements on what kind of education strategy should be implemented and what kind of modernized talents should be cultivated and stocked at the node of time when China enters a new era and is located in the great change that has not been seen for a hundred years in the world. The article takes the practice ecology of primary and secondary school teachers' rotation as the basis for entry, combines the hot issues of the existing system, the definition and application of the law, and the contingent requirements under the policy, and tries to discuss how to ensure the development of high-quality education, and how to provide the support of a balanced and stable nurturing system to analyze the effect of the policy under the background of the policy of "double-decrease". It provides a hierarchical and diversified coordination mechanism for conflicts and enriches the study of the policy effect of using the rotation system of primary and secondary school teachers to ensure the steady improvement of teaching quality under the background of the "double-reducing" policy, and promotes the fair development of education in China.

Yihao Li, Pusan National University

YIHAO LI was born in MudanjiangHeilongjiang, P.R. China, in 2000. He received the Bachelor’s degree from Shijiazhuang University, P.R. China. Now, he works at Guangzhou Tanwan Game Company.He takes the lead in the full-process financial management of streaming media advertising projects. His research interests focus on mastering the application of key indicators such as the current ratio and quick ratio, as well as exploring how to optimize resource allocation through budget control.

 

Tengzhou Jin, University of New South Wales

Tengzhou Jin holds a Bachelor’s degree in Economics from Southwest Jiaotong University and a Master of Commerce (Finance) from the University of New South Wales. Beyond his core studies, he actively participated in student leadership and cross-cultural exchange activities, fostering skills relevant to educational program engagement and communication.

Jingwen Zheng, Yonsei University

  1. Jingwen ZHENG is a B.S.in Business Administration at Yonsei University, South Korea, with exchange experience at Peking University GSM and Tsinghua PBCSF. She co-founded an education NGO advancing equity through community-driven models and initiated a foundation translating pedagogical theories into scalable practices for under-resourced regions.

 

Ruitao Liu, The Chinese University of Hong Kong

Ruitao Liu holds a Bachelor's degree in Statistics from Yonsei University and is currently pursuing a Master's degree in Business Analysis from The Chinese University of Hong Kong. He has collaborated with teachers to develop bilingual teaching designs that foster adaptive communication skills for diverse learners.
