Welfare Security for Rural People with Disabilities: Multi-Subject Collaboration and Policy Interpretation

Under the background of population aging, China's rural disabled groups are facing the dual challenges of survival security and development needs. This study takes Guangdong Province as a sample area, based on the collaborative framework of welfare pluralism and social support network theory, and reveals the structural contradictions of rural disability welfare supply through policy text analysis. The study found that the current government-led multi-supply model has the dual dilemma of " rigid-flexible imbalance " and " structural suspension, " that is, while the government guarantees the basic right to survival, informal support systems such as families and communities are difficult to promote social integration; markets and social organizations fail to effectively embed technological advantages into the welfare production system. Based on this, it is proposed to construct a social support network and a multi-cooperation mechanism to promote the " multi-coordination " of welfare supply: First, deepen family and community empowerment and encourage social organizations to provide accurate services; second, optimize the cooperation between government, enterprises and society, and innovate market-oriented auxiliary services; third, strengthen institutional guarantees and integrate disability education to enhance social inclusion. Through multi-dimensional reform, we can realize the leap from " survival guarantee " to " ability development, " promote service precision and social integration, and help the sustainable development of disabled groups.
