Abstract: A common social security system can impose unequal costs on people who live at different distances from services, use different languages or depend on livelihoods shaped by conservation policy. This article examines how these differences affect institutional fit in Qinghai, China. It combines welfare geography, institutional-fit theory and research on administrative burden in a documentary case analysis of official statistics, policy instruments, service reports and published studies. Three connected problems emerge: population-based resource allocation can overlook the cost of serving dispersed settlements; standardized procedures can conflict with language needs and pastoral work schedules; and conservation payments or jobs can leave the continuity of social protection unresolved. Regional institutional fit requires geographically informed service funding, accessible administrative procedures and explicit connections between ecological livelihoods and social insurance. These arrangements depend on coordination between national rules, provincial resource allocation and local delivery. The analysis develops propositions and observable indicators for testing these mechanisms. Its central implication is that common entitlements need context-sensitive implementation, with the costs of obtaining and maintaining protection included in assessments of equality.
