With the rapid development of nuclear technology applications, the regulatory burden on grassroots-level radiation environmental supervision has become increasingly onerous. Drawing on the practical experience of grassroots-level ecological and environmental departments, this paper systematically examines the practical challenges faced in radiation environmental management regarding institutional structures, personnel, technical support and regulatory mechanisms. It proposes targeted countermeasures from the perspectives of capacity building, institutional innovation and smart regulation, thereby providing guidance for enhancing the standard of grassroots-level radiation environmental management.
