Comparative Study on Overseas Chinese Policies: A Comparison of Management and Service Mechanisms Between China and Other Countries

Abstract

This paper conducts a comparative study on the management and service mechanisms for overseas Chinese communities in China and abroad, tracing the historical evolution of China's overseas Chinese policies from ancient times to the present. It analyzes and interprets the overseas Chinese policies of typical countries such as the United States and India, comparing the differences in these mechanisms across three dimensions: policy formulation, rights protection, and resource utilization. The study summarizes the characteristics of overseas Chinese policies under different institutional frameworks and, based on China's actual development context, proposes targeted recommendations to optimize policy formulation, strengthen rights protection, and enhance the utilization of overseas Chinese affairs resources. These findings serve as a reference for further refining China's overseas Chinese policies in the new era and leveraging the advantages of its overseas Chinese affairs resources.
