Abstract

Grounded in dynamic capability theory, this study employs fsQCA methodology to conduct configurational analysis on performance disparities among 15 municipal government websites in Shandong Province, investigating the synergistic mechanisms of resource integration, technological innovation, and service optimization. The findings reveal five distinct pathways to high-performance government websites, where resource aggregation and transmission capabilities form foundational support, while big data applications and innovative practices play supplementary roles context-dependent, demonstrating "multi-concurrent" characteristics in performance enhancement. Breaking away from traditional linear analytical frameworks, the study provides theoretical basis for "city-specific strategies" in local government website development. Regions with robust digital infrastructure should prioritize data governance and intelligent services, whereas resource-constrained areas should focus on enhancing basic functionalities and public engagement mechanisms, thereby promoting differentiated development in digital government construction.
