Research on the Comprehensive Measurement of Low Carbon Cultural and Tourism Development Level in Rural Areas and the Transmission Mechanism of Digital Intelligence Empowerment

Against the dual background of the "dual carbon" goal and the rural revitalization strategy, the rural cultural and tourism industry, as an important lever to promote rural economic transformation, has become a hot research topic in terms of its low-carbon development path. This study takes the core idea of "reducing carbon emissions and increasing green benefits" to explore how the rural cultural and tourism industry can achieve low-carbon development through the application of digital technology. By constructing an evaluation index system covering five dimensions: industrial prosperity, ecological livability, civilized rural culture, effective governance, and affluent living, and based on 1233 valid questionnaire data, this study systematically analyzes the regional differences in rural low-carbon cultural tourism development and the transmission mechanism of digital empowerment. Research has found that the development of digital and low-carbon tourism in rural areas of China presents an extremely uneven spatial pattern, with Jiangsu's comprehensive score (92.8) being 36.0 points higher than the western region's (56.8), and the regional comprehensive difference coefficient reaching 38.7%. The research provides theoretical basis and practical reference for the development of low-carbon tourism in rural areas.
